[Bradley's been the Fuhrer for so damn long now that Kimblee can hardly recall whom he deposed - it's not something that he really paid attention to when he was younger, and Bradley's been around for quite some time now. So really, he wouldn't know if Bradley is the exception or the rule - but that is neither here nor there, is it?

Well, it may not be useful now, but it certainly does become much moreso after you've raised it; my battling partner has one, you see, so I've seen it in action a few times.

For the time being, however, don't be surprised if it's useless; I would suggest finding someone to work with, in order to raise its levels a bit faster.
